- As novas missões no quadro da OTANPublication . Tendeiro, Rui; Pires, João; Menezes, DanielNo final da Cimeira de Varsóvia, os representantes dos 28 países Membros assinaram uma declaração, na qual reafirmam que a OTAN continua a ter como missão assegurar que a Aliança permanece uma comunidade de liberdade, de paz e segurança, com partilha dos mesmos valores, e acrescentaram ainda um conjunto de desafios, para os quais a Organização deve adaptar-se o mais rapidamente. O presente trabalho tem como objetivo identificar a forma como Portugal pode participar neste novo quadro de missões da OTAN. Partindo da caracterização da Organização, através da sua evolução histórica, para que serve, como está organizada, metodologia de funcionamento e qual o seu empenhamento atual, iremos identificar as missões definidas no principal documento estruturante, o Conceito Estratégico, tendo em atenção o novo ambiente geostratégico da região Euro- Atlântica, traduzido no comunicado conjunto da última cimeira, em Varsóvia em julho de 2016, identificar quais os novos desafios e qual a diferença de atitude face às ameaças e riscos identificados. Por fim, e em linha com o propósito do trabalho, foi avaliada a forma como Portugal pode contribuir para que a Aliança atenda a estas novas missões. Desta análise concluiu-se que Portugal pode continuar a contribuir para o conceito de segurança cooperativa da OTAN em duas dimensões, a militar e a política. A investigação utilizou o método dedutivo, uma estratégia de investigação qualitativa, uma técnica de recolha de dados recorrendo, essencialmente, à análise documental e um desenho de pesquisa de estudo caso. Abstract: At the end of the Warsaw Summit, head of delegations from the 28 member states signed a declaration reaffirming that NATO remains committed to ensure that the Alliance remains a community of freedom, peace and security, sharing the same values and they also added several extra challenges for which the Organization should adapt as soon as possible. This study aims to identify how Portugal can participate in this new framework of NATO missions. Starting with the characterization of the Organization, through its historical evolution, we show how it is organized, and what its current commitment is, we will identify the missions defined in the Strategic Concept. Considering the new geostrategic environment of the Euro-Atlantic area, defined in the joint declaration of the last summit, in Warsaw, July 2016, we identify challenges and the change of posture concerning the new identified threats and risks. Finally, and in line with the purpose of the work, it was evaluated how Portugal can contribute to the Alliance in order to attend these new missions. From the study, it was concluded that Portugal can continue to contribute to NATO's concept of cooperative security in two dimensions, military and political. The research used the deductive method, a qualitative research strategy, a data collection technique resorting primarily to documentary analysis and a study design case study.
- O Processo de financiamento das infraestruturas das Forças Armadas. Uma visão prospetivaPublication . Lobão, Guilherme; Pires, João; Menezes, DanielO presente trabalho enquadra-se na Área de Ensino da Administração e trata o seguinte tema “O processo de financiamento das infraestruturas das Forças Armadas. Uma visão prospetiva.” Em termos metodológicos seguimos uma abordagem de investigação dedutiva, segundo uma estratégia qualitativa e um desenho de pesquisa de um estudo de caso, recorrendo-se a dados primários e secundários. Procurou-se responder à Questão Central (QC), “De que forma o modelo de financiamento das infraestruturas das FFAA contribui para as necessidades atuais de manutenção e conservação?”, tendo-se definido como objeto da investigação, “Caraterizar o atual modelo de financiamento das infraestruturas das FFAA, identificar formas alternativas de financiamento mais sustentável e analisar uma possível gestão partilhada de infraestruturas, entre ramos, como forma de obter ganhos de eficiência.” e como Objetivo Geral (OG), “ A análise do atual processo de financiamento das infraestruturas nos ramos das FFAA. Começou-se por fazer o enquadramento legal e conceptual, passando-se de seguida à identificação das fontes de financiamento em cada um dos ramos, com a finalidade de identificar as mesmas e conhecer a sua grandeza de valores. De seguida procedeu-se à análise comparativa das duas leis, Lei de Programação de Infraestruturas Militares (LPIM) e Lei de Infraestruturas Militares (LIM). No mesmo capítulo procedemos à identificação das necessidades de financiamento neste domínio. Por último efetuamos a análise do atual cenário de financiamento e a identificação de modelos de financiamento alternativos. O estudo é concluído com a identificação de um modelo alternativo ao financiamento, baseado no recurso a protocolos com diversas entidades. Abstract: The present study is part of the teaching administration area and deals with the following theme “The financing process of the infrastructures of the Armed Forces. A prospective view”. In methodological terms we follow a deductive research approach, according to a qualitative strategy and a research design of a case study, using primary and secondary data. In view of answering to the research Central Question, “How does the financing model of the infrastructure of the Armed Forces contribute to current maintenance and conservation needs?, having defined as object of the investigation, “Characterize the current model of financing of the armed forces' infrastructures, identify alternative forms of more sustainable financing and analyze possible shared infrastructure management, between Armed Forces, as a way to achieve efficiency gains.” and as General Objective, “The analysis of the current process of financing infrastructure in the Armed Forces.” We began by making the legal and conceptual framework, and then identifying the financing sources, in each of the branches, with the purpose of identifying them and knowing their greatness of values. Next, we analyzed, by comparing both laws, the Military Infrastructure Programming Law (LPIM) and the Military Infrastructures Law (LIM). In the same chapter proceeded to the identification of the financing needs in this area. Finally, we analyzed the current financing scenario and identified alternative financing models. The study is concluded, with the identification of an alternative model for financing, based on the use of agreements with several entities.
