- Implicações inerentes ao emprego de Empresas de Segurança Privadas nas operações militaresPublication . Cavaleiro, PedroO uso da força armada nos campos de batalha por entidades privadas, é uma norma nas relações internacionais e marcou, salvo períodos de exceção, o caráter da guerra. O reaparecimento deste fenómeno após a segunda guerra mundial e o crescimento exponencial do número de Empresas Militares e de Segurança Privadas nos Teatros de Operações do Afeganistão e Iraque, levantaram novas questões sobre o uso legítimo da força por entidades privadas e as implicações do seu emprego para as operações militares. Este trabalho tem como objetivo analisar as implicações do emprego das Empresas Militares e de Segurança Privadas nas Operações de Contrainsurgência. O objeto de estudo é analisado através de uma abordagem qualitativa, utilizando o caso de estudo do conflito do Iraque (2003-2011). Concluiu-se que as formas de atuação com maior impacto nas Operações de Contrainsurgência são as atividades armadas, fora das estruturas militares e fora das bases e infraestruturas. Abstract: The use of armed force on the battlefield by private entities, is a norm in international relations and, apart from some periods of exception, shaped the character of war. The reappearance of this phenomenon after World War II, and the fast growth of Private Military and Security Companies in conflicts like Afghanistan and Iraq, brought up new questions regarding the use of force legitimacy by private entities and the repercussions of their presence to military operations. This research aims at analyzing the inference of Private Military and Security Companies’ employment in counterinsurgency operations. In methodological terms, the object of the study is analyzed through a qualitative strategy, using the Iraq conflict case study (2003-2011). It concludes that the Private Military and Security Companies activities with greater impact on counterinsurgency operations are armed activities out of the military chain of command and outside the wire.
- Submarinos Como Capacidade de Dissuasão ConvencionalPublication . Cavaleiro, PedroA presente investigação pretende abordar o uso de submarinos convencionais como forma de dissuasão convencional. Ainda que exista diversa literatura acerca desta temática, a dissuasão surge sempre como um meio para atingir um objetivo sem que, no entanto, seja explícita a forma ou medida em que tal acontece. Assim, começa este trabalho por elaborar um corpo de conceitos de forma a desenvolver o conceito de dissuasão, determinando de que forma pode a mesma existir e ser empregue. Seguidamente, fazendo uso de uma abordagem qualitativa, com recurso ao raciocínio hipotético-dedutivo e tendo como objeto de estudo os submarinos da classe Tridente, foram analisadas as missões atribuídas a estas plataformas, bem como as caraterísticas que contribuem para a edificação da capacidade dissuasória. Conclui-se que aos submarinos da classe Tridente, no cumprimento de objetivos estabelecidos politicamente, são atribuídas missões onde poderá ser útil a capacidade de dissuasão e que, face às suas caraterísticas, estes consubstanciam uma forma credível de a aplicar. Por fim, constata-se que a manutenção da credibilidade dos atuais meios é o principal desafio futuro, na perspetiva da manutenção dos submarinos como capacidade de dissuasão convencional, na prossecução dos objetivos políticos superiormente estabelecidos e em defesa dos interesses nacionais. Abstract: The aim of the present research is to address the use of conventional submarines as a weapon of conventional deterrence. Even though this subject has been largely covered, deterrence as always arisen as a means to an end, even if the way as it happens is not completely clear. Therefore, the starting point of this work is creating a corpus of concepts that will allow to determine, through discussion, which way it can exist and be employed. Subsequently, through a qualitative approach using the hypothetical-deductive reasoning and considering the Tridente class submarines as the object of this study, the missions and the characteristics that contribute to the development of the deterrence capability were analyzed. One can conclude that, in order to accomplish the objectives defined by the political power, the Trident class submarines are assigned with missions where the deterrence capabilities are useful and substantiate a credible way of employing them. Finally, considering the perspective of maintaining the Trident class submarines as a conventional deterrence capability, in pursuit of the politically established objectives and in defense of national interests, it arises as evident that maintaining the credibility of these assets will be the main challenge in the future.
