Costa, Carlos2015-10-192015-10-192013http://hdl.handle.net/10400.26/9979O presente trabalho teve como área de estudo mais abrangente a Partilha de Informação, nas suas dimensões de Informações de Segurança, de informações Policiais e de Informação Criminal. Em concreto, abordámos os Sistemas de Partilha de Informação no quadro da Lei da Organização da Investigação Criminal, em que explorámos, com maior acuidade e profundidade, as suas principais caraterísticas, potencialidades e vulnerabilidades. Baseados numa perspetiva sistémica, global e holística, detivemo-nos especificamente nas componentes da coordenação, cooperação e eficácia em sede de Investigação Criminal, obtida pelos Sistemas de Partilha de Informação Criminal. Como metodologia adotámos a pesquisa bibliográfica em obras de referência e legislação enquadrante, recorrendo também à análise de relatórios dos diversos órgãos do Sistema de Segurança Interna e à análise da imprensa diária. Por outro lado, numa fase de consolidação, socorremo-nos ainda da realização de entrevistas a entidades que detêm especiais responsabilidades no atual SSI. Como resultados dignos de realce, cremos imperioso apontar a cooperação entre os Órgãos de Policia Criminal, que pode ser incrementada com recurso à partilha de informação, e o aumento da eficácia proporcionado pela utilização de sistemas de partilha. Da avaliação feita ao Sistema, numa ótica de coordenação, as opiniões não são unânimes. Se, por um lado, se advoga que a coordenação é efetuada com recurso a outros mecanismos, por outro, também se assinala que os outputs do Sistema, permitem resultados assinaláveis na deteção de duplicação ou sobreposição de investigação sobre o mesmo facto. Porém, existe alguma unanimidade ao afirmar-se que subsiste uma necessidade premente de otimização da coordenação. Materializámos as conclusões do nosso trabalho, tal como pretendido, através da demonstração de como é possível aumentar a coordenação, a cooperação e a eficácia em sede de Investigação Criminal. Abstract: The present work had, as a more comprehensive area of study, the Information Sharing, in its dimensions of Security Intellegence, Police Intellegence and Criminal Intellegence. Specifically, we addressed the Information Sharing Systems under the Law of Criminal Investigation Organization, in which we explored with greater accuracy and depth, its main characteristics, strengths and vulnerabilities. Based on a systemic perspective, global and holistic, we focus specifically on components of coordination, cooperation and effectiveness in Criminal Investigation, obtained through Criminal Information Sharing Systems. The methodology adopted in it was the research of referenced literature and related legislation, including the recourse of the analysis of reports from various agencies of the Homeland Security and the analysis of the daily press. On the other hand, on the phase of consolidation, we recoursed to conducting interviews to entities that hold special responsibilities in the current Homeland Security Systems. As a highlighting result we believe it is imperative to point cooperation between criminal investigation agencies, which can be increased with the use of information sharing, and effectiveness increase provided by the use of sharing systems. From the evaluation of the system, in a perspective of coordination, the opinions are not unanimous. If, on the one hand, we argue that coordination is effected by using other mechanisms, on the other, we also indicate the system outputs, allow remarkable results in detecting duplication or overlap of research on the same fact. However, there is some unanimity in asserting that there remains a pressing need for optimization of coordination.
