A salvaguarda da ordem pública e o respeito por Direitos, Liberdades e Garantias em contexto de reuniões e de manifestações é extremamente atual, face à crise económico-financeira na Zona Euro, às restrições orçamentais, ao aumento de impostos e consequente contestação social, nem sempre pacífica. Numa sociedade complexa, da informação e em rede, nos grandes aglomerados urbanos, verifica-se uma clivagem latente entre diferentes grupos sociais e uma crescente imprevisibilidade e ambiguidade dos movimentos e formas de protesto não convencionais, quanto às intenções, capacidades, resultados e consequências. Por outro lado, a realidade ultrapassa em muito o plasmado na lei que regula estas formas de expressão popular, obrigando as Forças de Segurança (em especial à PSP) a gerir acontecimentos, muitas vezes inopinados, instantâneos e voláteis de forma a garantir os direitos de todos os intervenientes em reuniões e manifestações, ora cedendo, ora limitando as imposições. As (Novas) Tecnologias de Informação e Comunicação permitem aos cidadãos manterem o estado de tranquilidade e segurança, por outro lado, é importante salientar que, a utilização destas tecnologias pode, em parte, interpor-se a certos Direitos, Liberdades e Garantias que estão salvaguardados na Constituição da República Portuguesa. Assim, neste trabalho, abordaremos mais pormenorizadamente as mais valias e os constrangimentos do uso das (Novas) Tecnologias de Informação e Comunicação em reuniões e manifestações, bem como, o seu impacto para a Polícia, uma vez que, também podem ser uma excelente ferramenta de trabalho.The challenges posed by (New) Information and Communication Technologies within the scope of the right to assemble and demonstrate are a very current topic, taking into account the current situation and the phenomenon of globalization. The safeguarding of public order and respect for Rights, Freedoms and Guarantees in the context of meetings and demonstrations is extremely current, given the economic and financial crisis in the Eurozone, budget restrictions, increased taxes and consequent social protest, not always peaceful. In a complex society of information and networks, in large urban agglomerations, there is a latent cleavage between different social groups and a growing unpredictability and ambiguity of movements and unconventional forms of protest, regarding intentions, capacities, results and consequences. On the other hand, reality goes far beyond what is enshrined in the law that regulates these forms of popular expression, forcing the Security Forces (especially the PSP) to manage events, often unexpected, instantaneous and volatile, in order to guarantee the rights of all those involved in meetings and demonstrations, sometimes giving in, sometimes limiting the impositions. The (New) Information and Communication Technologies allow citizens to maintain a state of tranquility and security, on the other hand, it is important to point out that the use of these technologies can, in part, interfere with certain Rights, Freedoms and Guarantees that are safeguarded in the Constitution of the Portuguese Republic.
