Contudo quando a questão é noticiada, é sempre num papel reativo, ou seja, quando as Forças de Segurança (FS) atuam de forma a repor a ordem pública. E de um modo quase imediato as autarquias onde decorreram os incidentes reivindicam mais segurança de forma a diminuir o sentimento de insegurança. Mas a questão da segurança urbana passa inicialmente por um patamar preventivo, que é conseguido através de um correto ordenamento do território, e quando o mesmo é executado deve-se ter em conta os princípios basilares do Crime Prevention Through Environmental Design (CPTED). Como iremos referir no nosso trabalho, o modo como uma cidade é edificada pode criar ou não mais ou menos oportunidades para o cometimento de incivilidades ou atos criminosos. De modo a demonstrar que a segurança urbana está implícita aquando da elaboração do Plano Diretor Municipal (PDM), iremos analisar um estudo elaborado pela Câmara Municipal de Leiria no âmbito do projeto URBACT.The issue of urban security is a topic that is addressed by the media every day, although they do not focus on the term urban, but it is a daily debated and commented issue. However, when the issue is reported, it is always in a reactive role, i.e., when the Security Forces (FS) act in order to restore public order. And almost immediately the municipalities where the incidents took place demand more security in order to reduce the feeling of insecurity. But the issue of urban security initially passes through a preventive level, which is achieved through a correct spatial planning, and when it is executed, the basic principles of Crime Prevention Through Environmental Design (CPTED) should be taken into account. As we will refer in our work, the way a city is built may or may not create more or less opportunities to commit incivilities or criminal acts.
