Desenvolvendo a sua atividade num contexto complexo e incerto, as suas decisões afetam sempre inúmeras pessoas, podendo ter implicações em si próprio, nas pessoas que comanda, no serviço prestado ao cidadão ou até na instituição que representa. Neste estudo procuramos compreender e descrever como é que decisores experientes, Oficiais da Polícia de Segurança Pública com função de Comandantes de setor, tomam decisões em contexto real, mais propriamente durante o policiamento de oito grandes eventos desportivos. Realizou-se um estudo qualitativo, em contexto naturalista, tendo sido recolhidos dados através de pesquisa documental, observação no terreno e aplicação de protocolos think aloud, que foram submetidos a análise de conteúdo. Os resultados evidenciam que a experiência e o conhecimento do decisor têm um papel fundamental em todo o processo decisional, recorrendo a heurísticas rápidas e frugais. Além disso, ilustram que para a tomada de decisão são utilizadas estratégias diferentes ao longo das diferentes fases de policiamento, sendo que o decisor: recorre à simulação mental; faz avaliações sistemáticas dos cursos de ação; pesquisa, gere e transmite apenas a informação necessária aos subordinados; analisa pistas informativas; e, antecipa cenários, projetando expectativas sobre o decurso do policiamento.The police decision-maker faces, on a daily basis, situations that require a swift decision, often constrained by both the time and the information available to him. Since he acts in an uncertain and complex environment, his decisions always affect many people, with potential consequences towards himself, the people under his command, in the quality of the service that is provided to the citizens, and even in the very own institution he represents. In this study, we seek to both understand and describe how is it that experienced decision-makers – police officers from the Public Security Police with responsibilities of sector commander – make their decisions in real contexts, specifically during eight major sports events policing. A qualitative study was conducted, in a naturalist context, having gathered data through document research, in situ observation, and through the application of think aloud protocols. Data was then submitted to a content analysis. Results show that the decision maker's experience and knowledge both play an important role in the overall decision-making process, using fast and frugal heuristics. Furthermore, they show that in the decision-making process, different strategies are used throughout the different stages of a given police intervention. Namely, the decision-maker resorts to mental simulation; makes systematic evaluations of the courses of action; searches, manages and transmits to his subordinates only the relevant information; analyses informative clues; and anticipates scenarios, projecting expectations regarding the development of the police intervention.porTomada de decisãoPolíciaGrandes eventos desportivosTomada de decisão naturalistamaster thesis201233843
