A sua localização estratégico-militar e a sua exposição sísmica despertaram a curiosidade de muitos escritores, historiadores e cientistas. Angra reúne hoje um vasto conjunto bibliográfico com reflexões centradas na cidade enquanto património mas também como cidade reabilitada. A análise destes testemunhos constitui uma parte fundamental na compreensão de Angra enquanto cidade e a sua evolução ou regressão arquitectónica, social e económica. As cidades estão sujeitas a constantes mudanças e, por vezes, demasiado rápidas, constituindo um processo difícil de acompanhar e controlar pelos municípios. A legislação é a ferramenta crucial das entidades no processo evolutivo das cidades. Cada cidade tem as suas exigências e fragilidades e, como tal, é necessário pensar, do ponto de vista legislativo, a cidade como um objecto autónomo. Analisaremos a legislação produzida pelo município, com especial atenção ao plano director municipal e o plano de pormenor e salvaguarda, e a aplicabilidade dos mesmos. A percepção real da cidade também constitui uma ferramenta importante neste trabalho. A recolha de dados no território permitirá perceber de que forma a população está a utilizar e a modificar a cidade, e, se isso está de acordo com a visão política do legislador.The city of Angra do Heroísmo was the subject of numerous studies and reflections. Its military-strategic location and its seismic activity aroused the curiosity of many writers, historians and scientists. Angra today brings together a vast literature together with reflections centered on the city and its heritage and also as a rehabilitated city. The analysis of these testimonies, constitutes a key part in understanding the city and its evolution or architectural, social and economic. Cities are the subject to constant change and sometimes too fast, making it a difficult process to monitor and contro for the municipalities. The legislation is the crucial tool of the entities in the evolutionary process of the cities. Each city has its strenghts and weaknesses and, as such, it is necessary to think, from the legislative point of view, the city as an autonomous object. We will review the legislation produced by the municipality, namely the Plano director municipal and the plano de pormenor e salvaguarda, and their applicability. The real perception of the city is also an important tool in this work.
