Letras, Rui Jorge Ferreira Lima2022-11-292022-11-292022http://hdl.handle.net/10400.26/42471Este trabalho de investigação individual tem como objeto de estudo o modelo de elaboração estratégica no âmbito da Segurança Interna e visa contribuir para colmatar deficiências concetuais e estruturais, conducentes ao aperfeiçoamento do atual modelo instituído em Portugal. Foram analisados os préstimos teóricos da estratégia, da gestão estratégica e do planeamento estratégico, a que aliamos os trabalhos desenvolvidos pelo Almirante Silva Ribeiro, no que respeita à Teoria Geral da Estratégia, designadamente quanto ao modelo de elaboração da Política de Defesa Nacional e Estratégia Militar. Para o efeito, centrámo-nos unicamente na parte respeitante às opções estratégicas, as quais patenteiam a formulação da estratégia de Defesa Nacional, servindo de referência, por analogia e adequação, ao objeto de estudo. Recorremos à observação, análise documental e a entrevistas semiestruturadas a uma amostra intencional, indagando sobre as opções estratégico-políticas no âmbito da atividade de Segurança Interna em Portugal. Como principais resultados, expõe-se um modelo de elaboração estratégica de Segurança Interna, distinguindo-se três contributos concretos, um processo estruturado designado de Fase Estratégica da Segurança Interna, a estruturação de um projeto de Diretiva Ministerial e a proposta de criação de um órgão permanente de planeamento estratégico no seio do Secretário-Geral do Sistema de Segurança Interna.This individual research work has as object of study the model of strategic elaboration in the field of Internal Security and aims to contribute to address conceptual and structural deficiencies, leading to the improvement of the current model established in Portugal. We analyzed the theoretical of strategy, strategic management and strategic planning, which we combine with the work developed by Admiral Silva Ribeiro, regarding the General Theory of Strategy, namely regarding the model of elaboration of the National Defense Policy and Military Strategy. To this end, we have focused solely on the part concerning strategic options, which patent the formulation of the National Defense strategy, serving as a reference, by analogy and adequacy, to the object of study. We used observation, documentary analysis and semi-structured interviews to an intentional sample, asking about the strategic-political options in the context of the Internal Security activity in Portugal.
