Nesse âmbito, os alunos cooperantes vivem mergulhados, durante cinco anos, num ensino com um impacto transformador, desenvolvido à luz dos Direitos Humanos. Contudo, o seu futuro profissional tem sido confrontado com o dilema da bifurcação do Direito, i.e., o conflito entre o espírito da lei e os usos, os costumes, a cultura, a tradição e as respostas familiares e comunitárias de resolução conflitos. Na presente obra, o Autor desenvolve um diálogo entre o Direito Penal e o ensino superior policial europeu, num contexto multicultural, procurando compreender se o ensino universitário dos futuros dirigentes das Polícias dos PALOP, corresponde às necessidades da prática jurídico-penal nos seus países. Para esse efeito, recorreu ao estudo de caso da violência doméstica, abordando a influência do ensino português e as exigências constitucionais na função da Polícia nas sociedades africanas, o cosmopolitismo vs. o multiculturalismo, o interculturalismo, o crime e a tolerância multicultural, os transplantes legais e a relação entre a Sociologia e o Direito Penal no ensino policial.Portugal has contributed, since the 1980s, to the training of senior staff in the Security Forces and Services of Portuguese-speaking Friendly Countries. In this context, cooperating students live immersed, for five years, in teaching with a transforming impact, developed in the light of Human Rights. However, his professional future has been confronted with the dilemma of the bifurcation of Law, i.e., the conflict between the spirit of the law and the uses, customs, culture, tradition and family and community responses to conflict resolution. In this work, the Author develops a dialogue between Criminal Law and European police higher education, in a multicultural context, seeking to understand whether the university education of future PALOP Police leaders corresponds to the needs of legal and criminal practice in their countries.
