Lima, Robson2018-07-032018-07-032018http://hdl.handle.net/10400.26/23222A presente investigação procura analisar a problemática associada à carreira militar em comparação com as carreiras gerais da Administração Pública, identificando possíveis associações entre os cargos militares e os cargos civis. Para tal foi efetuada uma caracterização de ambas as carreiras com base nos documentos legislativos enquadradores, analisando uma organização militar em comparação com uma organização civil, com estruturas organizacionais semelhantes, devido à sua dimensão, natureza da atividade profissional e enquadramento legal. A estratégia de investigação utilizada foi qualitativa e o desenho de pesquisa o estudo de caso, adotando-se como metodologia a análise documental, através de legislação e instrumentos de gestão das organizações em estudo. A investigação identifica que as características da carreira militar permitem uma associação com as carreiras gerais da Administração Pública, existindo uma relação entre a categoria de oficiais e a carreira de técnico superior, entre a categoria de sargentos e a carreira de assistente técnico e entre a categoria de praças/guardas e a carreira de assistente operacional. Sendo a redução dos efetivos militares uma constante, torna-se imperioso para os complementar, reforçar a rentabilização nas organizações militares dos progressos em curso na Administração Pública, designadamente ao nível da melhor utilização dos assistentes técnicos. Abstract: The present research seeks to analyze the problems related to the military career in comparison to the general public administration careers, identifying possible associations between military positions and civil positions. To do this, a characterization of both careers was carried out based on legislative documents, as well as a military organization compared to a civil organization, with similar organizational structures, due to its size, nature of professional activity and legal framework. The research strategy used was qualitative and the research design was the case study, adopting as methodology the documentary analysis, through legislation and management tools of the organizations under study. The research identifies that the characteristics of the military career allow an association with the general careers of the Public Administration, there being a relation between the category of officers and the career of superior technician, between the category of sergeants and the career of assistant technician and between category of squares / guards and the career of operational assistant.
