Na atuação estratégica, os EUA recorrem ao hard power; a UE valoriza o soft power. A deriva estratégica resulta da importância da Ásia-Pacífico. A crise económico-financeira condiciona a alocação de recursos à defesa. A relação transatlântica garante, através da OTAN, a segurança da Europa. A redução dos investimentos na defesa, pelos países da UE, traduz-se numa diminuição do seu smart power. Os desafios atuais exigem maior equilíbrio entre bem-estar e segurança, bem como o aproveitamento de parcerias com outros atores. A nível nacional o desinvestimento na defesa é igualmente significativo. A crescente irrelevância militar europeia poderá ser evitada, através do investimento nos instrumentos de hard power, que permitirão garantir um papel de maior relevo da UE no quadro internacional. Abstract: Power materializes ability to impose will on others, in a spectrum covering from hard to soft power; it is considered smart power it’s balanced and complementary use. In its strategic action, US uses hard power; EU values soft power. The strategic rebalance results from the importance of Asia-Pacific. The economic and financial crisis affects the allocation of resources to defense. The transatlantic relationship guarantees, through NATO, Europe's security. The reduction in defense investment by EU countries, translates into a decrease in its smart power. The current challenges require greater balance between well-being and security, and the use of partnerships with other actors. At the national level the disinvestment of defense is also significant.
