No entanto, resulta que o relacionamento das Polícias Municipais tem originado situações de conflito e de divergência com as forças de segurança, não sendo pacífica a clarificação da forma de exercício das competências que legalmente lhe estão acometidas, contribuindo para o desenvolvimento de um espírito de competição entre si, suscetível de acarretar prejuízos para a eficácia e eficiência da função policial e, em última análise, para a segurança dos cidadãos. Importa assim analisar a evolução, criação e enquadramento jurídico das Polícias Municipais, qual o seu papel no Sistema de Segurança Interna e a forma como é exercida a coordenação com as forças de segurança nos respetivos Municípios, procedendo-se à análise dos dados obtidos através de um inquérito destinado a todos os responsáveis dos serviços de polícia municipal existentes em Portugal. Pretende-se também descrever a forma atual de exercício das atribuições e competências da Polícia Municipal de Ponta Delgada em coordenação com os demais serviços de segurança e em especial, com a Divisão Policial de Ponta Delgada da Polícia de Segurança Pública, força de segurança territorialmente competente. Sem dúvida que a forma de coordenação necessita de ser revista, impondo um conjunto de regras e procedimentos a todos os responsáveis das entidades intervenientes.After seventeen years since the constitutional amendment that allowed the creation of the Municipal Police, notes the publication of thirty-five resolutions of the Cabinet which enshrine the Municipal Police Service in their respective municipalities. However the relationship between the Municipal Polices have resulted in conflict and divergence with the security forces, and do not clarify how to exercise the powers legally committed, contributing to the development of a spirit of competition between the different Polices, susceptible to cause damage to the effectiveness and efficiency of the police function and, ultimately, to the security of citizens. It is therefore important to assessing the evolution, creation and legal framework of the Municipal Police, what is their role in the Internal Security System and how coordination is carried out with the security forces in their respective municipalities, proceeding to the analysis of data obtained through a survey to all the head responsables of the existing services of the Municipal Police in Portugal. It is also intended to describe the current form of exercise of the powers of the Municipal Police of Ponta Delgada and its coordination with other security services and in particular the Police Division of Ponta Delgada of Public Security Police, security force territorially competent.
