Antes de se alcançar o objetivo principal do mesmo, i.e., perceber quais os efeitos que essa cooperação teve no CD de Portalegre, o que foi conseguido com recurso a uma série de entrevistas dirigidas a polícias de ambas as instituições, realizou-se uma viagem no tempo que permitiu não só fornecer uma visão enquadradora do conceito em análise, como ainda demonstrar por que surgiu essa necessidade de cooperação policial na Europa e como evoluiu até aos dias de hoje. Para além de avaliar o quadro legal que sustenta a celebração de acordos bilaterais de cooperação policial entre os Estados-Membros da União Europeia e as principais estruturas que existem para coordenar essa dita cooperação, este trabalho dá ainda a conhecer as principais ações realizadas e as intenções da PSP para o futuro, neste âmbito. No final concluiu-se que a implementação do citado Memorando trouxe novas capacitações ao efetivo do CD de Portalegre, permitiu um aumento da segurança (efetiva e percecionada) das populações e a projeção da imagem institucional e da marca “PSP” aquém e além-fronteiras.The current essay is based on the concept of European police cooperation, within the area of enforcement of the Schengen Agreement, and refers to the specific cooperation between the Portalegre Police Department (Portuguese National Police) and the Extremadura Police Department (Spanish National Police), following the Memorandum of Understanding signed in 2013 by the leaders of both Police Forces. Before reaching the main purpose of this study, i.e., understanding the impact that such cooperation had within the Portalegre Police Department, by conducting a series of interviews to police officers from both Forces, we've decided to "travel back in time" not only in order to have an historical background of this concept but also to clearly show the reasons for having a solid police cooperation in Europe and how it has evolved until the present date. Apart from establishing the legal framework that supports the existence of police cooperation amongst European Union Member States and the relevant mechanisms and structures in place to enforce such cooperation, this analysis also intends to present the main actions that were implemented as well as to have a glimpse of future perspectives in what may concern the Portuguese National Police. At the end, we have concluded that enforcing this specific Memorandum of Understanding has indeed brought a new set of skills to staff working in the Portalegre Police Department. Along with this, the general feeling of security and the effective levels of security, perceived and provided to the population, have been enhanced.
