Ângelo, RuiMestre, Luis2020-02-102020-02-102019-10-09http://hdl.handle.net/10400.26/31302A avaliação em pormenor do plano municipal de emergência de proteção civil de Portimão, permitiu perceber a organização ao nível do socorro à população em caso de acidente grave ou catástrofe, em todas as suas vertentes, verificando-se que o mesmo não contempla um planeamento detalhado e organizado relativamente ao apoio psicossocial às populações. A pesquisa bibliográfica incidiu neste tema, possibilitando obter informação sobre a forma como funcionam nos outros países as zonas de concentração e apoio à população (ZCAP). A criação de um Plano setorial de apoio à população, obedece a um conhecimento profundo da população onde ele será aplicado em caso de necessidade, levando em conta não só a sua dimensão, mas também as suas caraterísticas, assim como uma referenciação adequada dos locais onde podem ser instaladas ZCAP. Para o efeito foram construídas listas de verificação que permitem definir qual o melhor local e qual a melhor infraestrutura onde implementar uma ZCAP, sendo para o feito considerado o risco existente a cada momento. Torna-se ainda necessário neste processo organizacional, definir quem faz o quê, de que forma se constituem as equipas que constituem as ZCAP, que embora na dependência do Serviço Municipal de Proteção Civil (SMPC), devem saber claramente a sua função para que em caso de acidente grave ou catástrofe possam atuar autonomamente. Foi possível chegar à conclusão que muito já é feito e de forma distinta do que se faz em Portugal, principalmente na vertente da organização e planificação das ZCAP, em que nada é deixado ao acaso e todos sabem qual é a sua função dentro da estrutura. Torna-se assim imprescindível criar um Plano Setorial de Apoio Psicossocial às Populações (ZCAP) para que a resposta no apoio psicossocial às populações possa ser tão organizada como a resposta na vertente do socorro.The assessment of the civil protection emergency plan of Portimão allowed to understand how is organized the operations to help the population in a disaster scenario. It is clear that the plan does not include a detailed procedure regarding the psychosocial support for the population. The bibliographic research developed for this academic work was focused on this theme, with the purpose to find information on how the concentration and population support zones (ZCAP) work in other countries. For the creation of a specific plan to support the population, it is necessary to have a deep knowledge of it, like its size and other characteristics, as well as the identification of the adequate sites where ZCAP can be installed. For this purpose, checklists were built to define the best place and the best infrastructure to implement a ZCAP. It is still necessary, in this organizational process, to define who does what, how will be the constitution of the ZCAP teams, and what will be its framework and role, to guarantee their autonomy, despite their dependency on the Municipal Civil Protection Service (SMPC). It was possible to conclude that a lot of things are already done in Portimão, and they are different from what is being done in the rest of the country, especially in how ZCAP are planned and organized, where nothing is left to chance and everyone knows what it is role within the structure.
