A Intendência Geral da Polícia da Corte e Reino (IGP) foi uma instituição central da administração policial portuguesa, a qual foi responsável pela tutela da ordem e
segurança públicas em Lisboa, estando articulada com os mecanismos de vigilância e disciplina social coevos. As Invasões Francesas (1807-1811) levaram a esta instituição
primordial ao seu limite, numa realidade marcada pela ocupação estrangeira, a ausência do poder régio, a tensão social e a reconfiguração das autoridades (in)capazes de impor obediência no espaço urbano. Este estudo, ainda que ao nível académico de mestrado, tenta reexaminar o protagonismo da IGP durante essa crise histórica e compreender de que modo a instituição se ajustou a essa conjuntura, atendendo ao (des)equilíbrio instável entre a manutenção da ordem e segurança públicas, bem como ao agravamento do controlo político-social. A partir da análise da sua evolução institucional, dos perfis e das decisões dos então intendentes gerais e das relações de cooperação/fricção com a Guarda Real da Polícia e as autoridades militares francesas e britânicas, discute-se qual o posicionamento sucessivo da IGP entre a matriz civil da polícia e a militarização do policiamento, recordando a relevância histórica da instituição.
The Intendência Geral da Polícia da Corte e Reino (IGP) was a central institution within Portuguese police administration, responsible for safeguarding public order and security in Lisbon and closely connected to the contemporaneous mechanisms of surveillance and social discipline. The French Invasions (1807-1811) pushed this pivotal institution to its limits, in a context marked by foreign occupation, the absence of royal authority, social tension, and the reconfiguration of authorities that were, to varying degrees, capable or incapable of imposing obedience within the urban space. Although undertaken at the academic level of a master’s dissertation, this study seeks to re-examine the role played by the IGP during this historical crisis and to understand how the institution adapted to that conjuncture, with particular attention to the unstable (in)balance between the maintenance of public order and security and the intensification of socio-political control. Drawing on an analysis of its institutional evolution, the profiles and decisions of the then intendants-general, and its relations of cooperation and friction with the Guarda Real da Polícia and the French and British military authorities, this study discusses the shifting position of the IGP between the civil matrix of policing and the militarization of police practice, while reaffirming the historical significance of the institution.
